A dispute enters as a case number. Intake fixes three things and then closes: the hashes of the evidence, the criteria the bench will rule against, and the deposit that backs the filing. Nothing added afterwards reaches the panel, and the panel never learns who filed. What cannot be stated as evidence at this point cannot be ruled on at all.
